Do You Need a Permit for Your Deck in Portland?

First things first, you need to know which jurisdiction you’re in, as different areas handle permits slightly differently. Head over to portlandmaps.com and enter your address to find out which jurisdiction you are in.

When Is a Permit Required?

In Portland, you’ll need a permit if your deck is more than 30 inches above the ground. That’s the main factor in deciding whether a permit is necessary. Even if your deck doesn’t require a building permit, you might still need a zoning permit. Don’t worry—we can help figure that out for you.

The Standard Permit Process

For most contractors and homeowners, the permit process involves several steps:

Step 1: Apply for a Building Permit

Before you start your application, make sure you’ve completed all the required forms and gathered all the necessary documents for your deck project. You can submit your permit application online through Development Hub PDX (DevHub) or in person at the Development Services Center downtown.

Step 2: Plan Review and Corrections (Checksheets)

After submitting your application, you can check its status on DevHub or online. If the reviewer needs additional information or corrections, they’ll send you a checksheet detailing what’s required.

Step 3: Pay for Your Permit

Once your permit is ready, you’ll be notified about any fees due and given instructions on how to get your approved permit. Remember, your permit isn’t issued until all fees are paid.

Step 4: Start Building and Prepare for Inspections

With your building permit issued, you can begin construction. Before any ground-disturbing activities, you must install, inspect, and approve erosion control measures—and sometimes tree protection measures. Your inspection card will list all the inspections you’ll likely need and the order they should be done.

All permits need a final approval inspection to be complete.

Step 5: Schedule Inspections and Review Results

To schedule an inspection, call the automated Requests for Inspections phone number with your IVR or permit number and the three-digit code for the inspection on hand. You can check the results the next day on the Portland Maps permit/case search.

Heads up: This whole process can take 6 to 9 months—or even longer.
